Not him but what you said is an exaggeration. But indeed there are some places where if you go the drug lords will call to get you killed, there are some cases of people who used GPS in Rio, ended up in some favela and the drug traffickers shoot their cars.

But from what i know it's true. But that's not something to worry about, favelas are safe if you're going for drugs, the drug lords kill everyone that harms any buyer.
The danger is in rich areas.

Since it's prohibited to steal in a favela owned by a druglord (if you're cough you're dead), thieves will go to rich areas, since that's where they'll get the most money.
Remember, our police is slow and we are not allowed to have weapons, so the only means of protection are securing your home. Electric fences, walls. Since no one goes out, if you're on the street you're vulnerable.
But yes, most parts are safe, i for example was never robbed in my entire life. And i live in pernambuco, the second most violent state in the northeast, and in my city (Caruaru), who is the second biggest city in my state and a market city, where everyone comes from everywhere to shop.
If you take care, you won't be robbed. But i can't really say it's totally safe.
