It's an exaggeration. Australia has a classification system that separates 18+ content into R18+ and X18+. Basically R18+ only features real sex if it has artistic value. In states without an X rating, edited porn is put into the R category.
X is for hardcore porn, but the problem is that it's a porn-only rating, so no forms of violence are allowed into the X rating. That means sexual violence, but it also means in the case of, say, a police porn, you'd have to cut out gunfight interludes and maybe even car chases surrounding the sex.
This is a roundabout way of saying that the X rating has zero tolerance for any kind of sex that is even remotely considered abusive or extreme and that sometimes includes porn that features small-breasted actresses who appear to be younger than 18.
