From a production standpoint, they're a fucking pain in the ass to shoot. Either you have to compromise your camera angles to reverse-hobbit them, which doesn't really work as well in reverse since you're not trying to accentuate their shortness, just even them out compared to everyone else, or you gotta physically put them on something. Example: in the X-files, they constantly had to put Gillian on a box to make her seem taller (she's 5'3 to Duchovny's 6'0) to the point that it got dubbed the Scully box. Between the hassle of having to set up shots to make sure that it's not obvious that they're standing on something and having to pull perspective tricks, having some 4'11 actress would be just too much of a pain in the ass unless the role specifically calls for someone that short.
