They remove the most sensitive patch of skin on the entire male body, (80% of the nerve endings). To put it into perspective, the male equivalent of the clitoris is usually removed by circumcision.
Now why would a practice exist that all but eliminates the incentive to have normal sexual relations and the pleasures that should follow?
Perhaps I'm wrong but wasn't there a study or something that recently came out that claimed there is not a loss in sensitivity?
I think the practice is very barbaric though. I would also liken it to female genital mutilation.
