As soon as this happened, the Enterprise had completed its mission.
They made it sound like Shinzon could just wipe out the Enterprise crew and still continue its mission to kill everyone on Earth. Except the Scimitar could no longer cloak, its disrupters were offline, its shields were offline, and it likely had limited warp capacity at that point due to the severe hull damage.
Even in the best case scenario that it got its shields and disrupters back, it would never fully cloak again with that damage, therefore it would be obvious. The fleet that patrols and protects sector 001 would destroy it handily, considering the damage that just one Federation ship and a couple of Romulans were able to do to it.
