Ñ does not sound as the English NY. Anglo speakers may think they sound alike because their ears are not trained to hear the difference.
Its the same as a non English speaker saying that S and TH sound the sane: for him it does indeed sound equal, but it is just because he is unable to recognize a sound his language lacks.
Any Spanish speaker would tell you that "opinión" and "opiñón" sound different.
