It seem more like a terrorist attack than school shooting as at least one perpetrator had political motives.

First place with 16 kills. He dressed up like a ninja and used a 9mm pistol. He also had a shotgun he couldn't use because of a reloading error. Both guns were acquired by him after successfully joining a shooting club and getting a gun license (afterwards linked to psychological exams for applicants under 25 y/o). His last words were "enough for today" before he shot himself.

Second place with 15 kills, using a 9mm pistol stolen from his father which was incorrectly stored plainly in the bedroom instead of a mandatory gun safe. In response a nationwide gun registry was installed and tighter age restrictions for certain gun types were put in place (despite not having anything to do with the massacre). Every time there's a school shooting politics tighten gun laws and start a witch hunt on video games.
