The whole "EU makes things terrible with red tape" thing, is a meme. Germany has a "one stop shop" system for all everything a company needs. If you don't open up a bank or insurance company, it takes a few hours to get everything you need to set up pretty much any company you can think of. Everything is available in English as well.
When I lived in the US, the bureaucracy and red tape everywhere was fucking awful compared to the easy of how to deal with gov authorities in Germany.
