Yes you do hear "GET ON THE GROUND" in the first video actually but it is before the first ground based gunshot while they are tazing the suspect off camera
Does this mean they spliced the audio of the officer saying GET ON THE GROUND from the first video and moved it in between the 2 sequences of gunshots in the second video? And if so, why?

The frame you have on the right is post-gunshot, and there is no other visual footage post gunshot but from video #2.

Sorry, to clarify, video #2 is also likely filmed from inside the building or further back by the wall using the zoom feature on his camera.
