It's not a perfect fit, but it's definitely within that framework. The more traditional national liberal implementations usually includes some sort of protectionism, but it can definitely work without.

Sowell and Friedman are good introductory points, but the nuances of their philosophies are flawed. Sowell has a lot of neo-con/militaristic views, and Friedman is the root justification of much of the easy money/low interest rates which are responsible for the severe business cycle we've seen in the past few decades
The Austrian school is much more conducive with this notion of national capitalism, and much more ideologically consistent. Rothbard's libertarian populist doctrine, Hoppe's assertion that closed borders is necessary to preserve free association, and Mises's endorsement of fascism as legitimate means of implementing regime change are all evidence of this.
