The driver should have told the officer that he had a firearm prior to reaching into his back pocket for his wallet, not whilst doing so. And the negress passenger shouldn't have started screaming in what was already a tense situation. I think it was her yelling that ultimately spooked the officer into firing.

And what's more, is that he didn't tell the officer that he had a firearm until after his hands were already digging around in his back pocket. For all the officer knew, he was reaching for the gun.

No. Officers should not be so easily spooked. Officers should put their lives on the line to protect the public. That means being even more calm and slow to react than the average person. The officer did do wrong. In this situation, you're supposed to say, "Stop moving your hands, sir." Then, "Are you licensed to carry?" "Where is the firearm located?" "Can you step out so I can retrieve the firearm and place it out of reach for my comfort?" "Can I see your CCL?" "Thank you and sorry for the trouble, friend."
