It's cultural differences, but nips do have a minors prostitution problem in their major cities. That's not really the bad thing, as in every big city you can find underage girls selling themselves, but in Japan it's pretty obvious and little can be done with their laws because they use loopholes. Most of those girls need money and have shitty homes, but basically no one in Japan cares to address those issues so it's difficult to tackle the problem from within the girls themselves.
