Even if someone were to recreate the conditions under which he gained his abilities, not only is success not guaranteed (the dr. had to pry himself back out of subspace nonexistence, or rather it is hinted that there was great effort involved, as evidenced by his creation sequence) but Dr. Manhattan has omniscience extending ever beyond the moment of his birth and would have already prevented the creation of another Manhattan.
His latent humanity is literally his only 'flaw' as an extra-dimensional nearly omnipotent being- its the only reason he ever experiences "the present" and the emotional and logical influences that come with experiencing time linearly. However, after relinquishing his love and "playing out his role on earth" by helping the worlds smartest boy unite humanity at the end of the watchmen narrative, we can assume that dr. Manhattan is pretty much guaranteed to zero sum and CHIM the fuck out.
