It's cause Swedish is the second official language in Finland, meaning all students have to learn it in school and public services need to be guaranteed availability in Swedish.
Swedish speakers consist of a little over 5% of total population and the number is slowly falling, raising questions of the usefulness of compulsory Swedish and to some extent its status as the second official language.
