With a Shotgun Certificate the police have to prove why you can't have one. You don't technically have to provide a reason for why you want the shotgun and you don't have to of joined a gun club to be eligible for one. You basically can't get denied a shotgun certificate if your record is clean.

With a Firearms Certificate it is harder because you have to prove why you shouldn't be denied and you also have to be a member of a gun club and all that.
