This, cops are not judges and they have no right over the life of a person (no matter what they did or who they are) unless there is an immediate threat to his person, which as it looks like there wasn't. And even then, I would go as far as saying that a cop should never use his gun, it as a measure of last resort. Taze the suspect first, wrestle with him, kick his shit in but you don't fucking shoot a civilian.
Cops are way too trigger happy but on the other hand something must have caused them to get this way and it's usually repeated bad past experiences (which is also how racism arises, it isn't borne in a vacuum).
