Billy obviously, the way he said to go home and get his shinebox the second time was clearly disrespectful, whereas the first time it could have been perceived as playful

One thing to remember is Batts was a made man. Tommy telling him to stop breaking his balls was already an act of disrespect, even if he said so in an uncharacteristically calm way.
Batts apologized, then immediately insulted him to remind him of his place in the world.
Tommy has to take it. Whether he likes it or not. That's how the mob works.
