Objectively speaking, none of them go in these categories. Even the worst Thor or Iron Man movie is clearly competently executed.
The only one that really felt sloppy was the Incredible Hulk and that still manages to be 5-9 by your metric.

Quality increases as a function of time during phase one and decreases as a function of time after Winter Soldier.
