No. Actually it's just that there is actually nothing else to be done with them. You cannot send them back because either the country is at war or the country does not want them back.
The only other realistic alternative was to setup massive refugee/immigrant camps and keep them there indefinitely. But was that alternative a better one? There are surely negatives. It would cost more money. and it would be a PR disaster for her party.
Realistically it was just the cheapest short term option.
It's even worse than that, my man. With the Greek, Irish, etc banking crises, core EU countries had relatively little exposure due to the small size of the economies going under. Italy is a core EU member and pretty much all the big Northern EU economics (France, the Netherlands, Germany, the UK) are extremely exposed. If Italy goes off, there could be an EU-wide credit crunch that'd be on the level of the US Great Depression.
