Someone, somewhere, will take that bet. It's pretty much impossible to do it so quickly. Launch windows for Mars are roughly once every three years, and you want to do a test or two of the tech before you risk lives. We don't have the heavy launchers, the transfer vehicle, the in-situ tech, nothing, only nice 3D animations.
