Adding to active duty is expensive. If they stay 20 years you have to pay them half their salary plus full benefits until they die. Contractors are good for simple shit like security and escorting. You pay them for a service, they deliver the manpower to accomplish the task. If you recruit more, you have to train them, deploy them, pay for all of their problems, expand programs that support career advancement like technical training.
