I think it's clear enough why Hanzo hates him. Hanzo is honoraburu and took Bill on as a pupil because Bill showed promise. Bill then became a mercenary assassin, which is very dishonoraburu to the samurai code.

As for Budd, it's pretty clear that after Bill shot the Bride, he got depressed and the whole Deadly Vipers squad thing, which had been super cool up to that point, began to fall apart. Budd also has a sense of honor, and killing innocent people ate away at him.
