Season 7 Voyager is some of the worst trek ever conceived, other than all of Tos
Voyager basically became Seven and the Doc: The Series.
Why didn't Barclay just create a replicatable pattern for Data's brain while he is ultra smart and then have 99% of Starfleet just be Data clones with maybe a few human crew members to smooth things out

DS9 is a non-linear show presented linearly so you can just hop around and figure out the pieces later like Memento.
