No, you remove them from your society and then leave them be in theirs. Don't feed them. Don't cure them if they get sick. I probably fit the liberal definition of racist but I don't think blacks are irredeemable. Personally I think the blacks of the 60's and before like pic related have more in common with modern whites than modern blacks, and they can get back there if they give up on the "black culture" they developed a few decades ago and got some economic leg ups. If I was given dictator level powers and told "solve this problem," I would basically use the model I've seen that asian immigrants use to take over every area they decide to move into. Start them off living many people to a house and have them start businesses. Everyone in the house pools their money and they buy the house in the span of a few years, and within the decade they own most of the neighborhood and town they live in. This will give them incentives to actually give a shit about taking care of their community by having them literally invested in it, and they'd have a stable economic platform to send the more intelligent kids to become professionals and have at least something to do for the ones that don't.
But the dictator part comes in because it'd basically the government giving the initial loans, current communities would likely have to be forcibly split up and relocated in an effort to get rid of "black culture," and any hint of gang or drug shit would have to be quickly smashed with an iron fist (though weed would be totally legal in this vision of mine). People that think affirmative action and artificially placing certain groups in positions of power works are retarded, we've had a black president for years and still have race riots like Rodney King got his ass beat yesterday. The only way is to create a middle class to push up their best and brightest, not the other way around. Doing this in a democratic society would be incredibly tricky though, but I would be honestly curious how many blacks would accept the deal if it was put before them.

If they form ghettos, then they'll live like trash. If you don't have so many or you spread their numbers out across a city, they won't have a chance to form a nigger culture and thus will have no choice but to integrate and live like white people.
Bring back Jim Crow because they were actually a useful part of society back then, they didn't commit crimes and they had nuclear families and they had jobs. But if you don't have such laws to keep them in line, then they must be segregated for the good of everyone, which means either shoving them into Mississippi and building a wall around them, or sending them back to Africa.

Blacks, especially those in ghettos have to realize they have a serious problem with how crime is accepted in their community. Then they have to work with the police and other relevant officials to drive it out.
There isn't shit any outsider can do on their own, this kind of behaviour is too common and accepted and only an entire change of mindset will fix it. We don't yet have the technology to brainwash people and until we develop it, black people have to start helping themselves.
Segregation
The negro problem can be better managed by changing social norms and expectations. The solutions are: Singapore style drug laws, increased taxes on alcohol, and regulation of bar and nightclub closing hours, early sorting of academically poor black students into vocational colleges and military schools (say around age 13), censorship of pornography and degenerate music, film and television, reintroduction of prayers and corporal punishment in school, recriminalize marijuana, disestablish no fault divorce, end civil unions and lgbt demonstrations and lgbt bars and nightclubs. I could come up with another 100 ideas but the gist of my prescription is to strengthen institutions which promote family stability and good morals and to give young negros an appreciation of hard work and pride in their community. Censorship will need to be used extensively to stem any media which promotes gang culture, hedonism and lawlessness and which attacks authority, religion and masculinity.
