It's a dumb law. Impossible to enforce and it also technically includes people who wear ski masks and scarves in winter, and even fucking sunglasses.

Since I got repeating digits, I should add that they should have legally mandated that people reveal their face when requested by any public employees. Much better and won't cause delays unless there are security concerns.
