The Germans are good at this. Angst, Der Todesking, Der Fan. Hell, even Dr. Caligari.

Other good shit in the same vein: Texas Chain Saw Massacre, White of the Eye, Amityville Horror 2, Gummo, Redacted, certain Rob Zombie films, and anything by Zulawski. And it may be obvious, but Eraserhead recreates the feeling of a nightmare pretty well.

Kwaidan has a nightmare feel but it isn't really scary.

Rob Zombie films always feel like they've just about got the mood and the feeling right then something ruins it like awkward dialogue or weird pop culture reference.
