Movies are considered fun activities for the whole family to enjoy. If you have 3 kids and you want to unwind over the weekend, the only time when everyone's free, you take them to see whatever shitty superhero or cartoon movie that's playing and then spend 50 bucks on popcorn and drinks for everyone. They don't want to risk destroying their kids fragile minds so they have to watch a G or PG movie for everyone to enjoy.

Because it's easier for a kid to convince a parent to buy them an M-rated game than it is for a kid to convince them into letting them see an R-rated movie (or sneak into one). A parent just buys a game and then the kid plays it and the parent never bothers to see what they're playing.
