You can refuse the field sobriety tests, but you can't refuse breath/blood tests in most states as far as I know.
Whether you are sober or hammered though you should refuse the field sobriety tests, because not only are they designed to make you fail no matter what, whether you fail or pass is purely up to the discretion of the officer. Considering that if you are taking one the officer clearly already thinks you are drunk, it's safe to say that he's going to be biased to think you fail either way.
