When you get the 3 starting pokemon around you, ignore them and walk away from them. After moving a bit they will reappear next to you, keep moving until they reappear 4 times and pikachu will be among them.

Works just fine with an extra level or two. In gen 1 the stats of Geodude and Onix are so bad anyway that ember does way more damage than it should do them despite the resistance.
Gen 3 you have metal claw, so you hit super effective instead.

You really had a number of options.
Either bug worked fine as Onix and Geodude take normal damage from the bug type. A bit slow, but perfectly workable.
Mankey and the Nidorans all learned fighting type moves, all of which pulverized Brock.

Caterpie didn't learn any bug moves though, only offensive bug moves in gen 1 were leech life (10 damage) and twineedle (Beedrill Exclusive)
