easy to answer. Gimp 2 and Photofiltre 7 are both great and free, I use the latter. every function you couls possibly need. Official Hillary fonts are listed in OP links

it should work just the same. it's really fast to make memes in that kind of software and you probably already know how to use it. Just import a background, add boxes and text, then save.
Install the fonts from for v authentic looking images.
then when you're done just select what you want to save, and choose 'save as' or 'export as' an image.
