In 1975, with an impending lawsuit and unruly owners, the Chicago White Sox were nearly relocated to Seattle and the Oakland A's were nearly relocated to Chicago to take the White Sox place. In the end, the plans were scrapped. Everyone stayed put, and in 1977 Seattle and Toronto were granted expansion teams in order to settle the lawsuit with the city of Seattle.

If both the Dodgers and Giants stood pat (which was unlikely to happen) crazy shit would have happened. The west coast was going to get a team at some point, it was a huge, untapped market. If neither team relocated, a bunch of others would have gone in the 60's. Instead of the Senators relocating to Minnesota in 1960, the AL could try to get an inroads to the west and move them to San Francisco. The A's could move to LA or the Bay Area as well. The Cleveland Indians also heavily flirted with relocating to Seattle in 1964, that would definitely happen if the NL avoided the west. There would be a massive rush to the west once the first domino falls, which would most likely be the Senators in 1960.

The AL would absolutely move in with at least 2-3 teams to stick it to the NL. The 61-62 expansion would be completely different. You would still get teams in Houston and LA, but you could forget about the Mets and Nu Senators. The LA expansion team would probably be in the NL. Minnesota would definitely get a team via expansion. They might even give Portland or San Diego a team, since Seattle would need a rival.

It would probably break down like this by 1966:

In this timeline, the 1969 expansion would probably be the exact same save for Milwaukee getting the Brewers right out of the gate instead of the waiting for a year. Maybe Atlanta gets a team over Montreal, since it's a warm weather market and the South now has a void since the Braves went to LA instead.

The next season, following the Superbowl win, they pick up some more defensive improvement in Muhammed Wilkerson and with the Green Bay Packers poor drafting, take advantage of the Packers' mishaps to make the playoffs for their second straight season finishing 10-6 and 2nd in the NFC North

The Packers would lose in the first round of the playoffs that year, the bears have an upset win in the wild card but lose in the divisional round. The following year, in 2012, with the addition of TE Martellus Bennett, and the contract extension of one of the hottest quarterbacks in the NFL, Jay Cutler, Matt Forte, Bennett, Brandon Marshall, and the rest of the bears offense that season become the new monsters of the midway, and with the injury to quarterback, Aaron Rodgers, the Packers finish the season at a disappointing 6-10. While the bears would win the NFC north for the second time in three years.
