Given how things have gone, this seems quite likely. Cameron left knowing full well that whoever took over from him would be the one having to deal with everything and trigger Article 50 and face the backlash. Boris wants PM but didn't want to face the music so bowed out, but is now in a more advantageous position where he can make brexit decisions but without potentially commiting political suicide and will still get his shot further down the line. Quite clever, really.
