Neither, particularly. It's not really something that's 'set' by the BoE, they just put out a figure for it for calculation purposes.
It's just a formal expression of the current rate of time preference (ie., whether people prefer goods they can consume now or goods/commodities they can consume or trade later). Time preference is now shorter (ie, people are more concerned with short term goods) so interest rates are going down. Long-term investment is likely to drop a bit but it's not something to get your panties in a bunch over
