is is programmed to put pokemons in specific locations, like for example did they code it to put one or more in aushwitz, or does the game simply put them near a player?

Specific location is random, by my observation. They seem to be generated less in residential areas and more in public spaces, but rare pokemon spawn less often in high-traffic areas.

It seems mostly random, although I think there is some slight procedural spawning too e.g. water types will spawn closer to rivers on the whole and suburbs are full of pidgey and ratatta.
