There's already an EU militar of sorts, it's called EU Battlegroups. From what I gather, it's like Erasmus for soldiers.
It's not like we need a lot of hard power. Not like invasions are being planned. As long as there are nuclear powers in the fold, there probably won't be any hot wars too close by. Soft power is the way to go - it doesn't breed as much resentment as hard power and, right now, the EU has to put up with less accusations of imperialism than the USA does.
