Investing in high-speed trains had a lot of sense because our entire railway infrastructure was from mid XIX, had huge delays that made it almost unusable, and we needed to redo the entire network from scratch, so spending a bit more of money and doing it high-speed was an opportunity that we couldn't afford to lose. Travel time was reduced significantly not so much because of high-speed but because of having the opportunity to get rid of the horrible network we had.
Same thing happens with China. They had to build an entirely new infrastructure from scratch so doing high-speed has sense. Countries with a good existing infrastructure (France, Germany, UK) don't need high speed so much.

It really is a great city. If you want to live in a big city without a cold weather, civilization and low crime there are only some Australian cities that could compete with Madrid. Maybe Austin, Texas, but having half the populaton.
But you take into account the bugs, the isolation, the lack of important people and how spread out things are... and Madrid wins.
Madrid was an hard and ugly city, though. It started to grow in the 50s and there are a ton of ugly commieblocks, it was choked by cars... not the livable kind of city. That's changing very fast.
For example, the Plaza de España is going to be renewed next year (in picture). It will be walkable, green, creating a big tunnel for cars and opening a green space connecting to the rio. The Gran Via (Broadway) will have its sideways expanded too... It's getting really good.
