As a guy who's lived in Romania and enjoyed the internet there: One word.

Competition.

When businesses have to compete for consumers, they will try to offer the best product for the lowest price.
When they only have to compete for shareholders, they'll offer the worst possible product at the highest possible price to maximize profit.

This is obvious econ 101 so it's unreal to me that countries with a rich capitalist tradition like the US, UK, and Australia can't put together a functioning free market in the ISP sector.
