Probably. Disassemble it, take out the small electric motor that does the vibration, hook it to a battery, boom you're done.
It'll be a shitty vibrator though, and a waste of a controller. Better off to buy the small motor directly I'd think

The vibrator I listed was only a couple of dollars, but it would be similar to what you feel on a phone buzzing.

the vibrating motors used in controllers are battery drainers. they're designed this way intentionally as part of an agreement with major battery companies, such as Energizer, to promote them for use in such controllers.
