EVery teams that spends except PSG and City can actually afford it because they make mad revenue with arketing and tv rights, expecially EPL teams.
PSG and City have literal oil states them and use fake sponsorships and creative accounting to get around FFP rules.
Serie A doesn't have enough customers and no one has owners that pump money with fake sponsorships (except maybe Juve with far lass than the oil teams). Inter has them now (in fact theyr revenue grew instanly since they have chink owners) but the FFP limitations on them started in the past years when they stil didn't have them.
