there are ~100 nukes there but they are b61 gravity bombs that require nuclear capable f16s which they do not have. The worry here is that the nukes will go "missing" or they figure out how to set a nuke off on the ground in turkey.

no, nuclear weapons have traditional explosives inside that slam two pieces of nuclear material together to create the required heat and pressure for a reaction, they can be in a gun configuration where there is a projectile and target, or they can be a sphere of sorts with a uniform surrounding of explosives. most modern nukes are the latter and therefore, you cannot simply set them off manually because the timing of the explosions has to be EXTREMELY precise to create a nuclear reaction.

The only way they'd be using the fissile material in those nukes is in a dirty bomb, and even then a dirty bomb detonated upwind in a major city like New York City would only result in about a dozen or so deaths. The main effect would be mass panic, allowing an actual attack to occur.
