The exact same problems with building a physical wall to keep people out.

Any wall shorter than 16 feet can be scaled without tools. With appropriate preparation, there's no height that couldn't be overcome.

Effective isolation uses DMZ-style designation: Set up sensors and area-denial equipment in a couple mile wide barrier.

This has obvious problems finding a location that starts at six miles wide without having any habitable area.

You gotta beat them at their own game; It's gotta be cheaper than the previous version. A patrolled fence is no cheaper than a jail, since you need to over-arm and armor the jailors to prevent the "more free" inhabitants from ambushing them.

Open dirt and sensors coupled with a few thousand dollars of rarely expended explosives is cheaper than the reinforced concrete for starters.

You could probably charge people to work alongside the guards, give them a fixed minigun with a limited traverse and elevation (so gang members don't infiltrate and kill guards or non-escaping prisoners) which only covers the DMZ so they have the chance to obliterate someone with no legal consequences.
