Borderlands always had pretty boring skill trees. Most are passives and they really tried to remove things as effective as the Money Shot build from Borderlands 2. I heard Fl4k has some strong builds, but he was also nerfed. I think every character is equally viable, but most skills are pretty boring. Granted, I haven't played it yet.

Joker is good. He requires a good bit of skill to use effectively though. He's not very strong until Arsene comes out, but once he does, Joker hits as hard as Ganon but moves as fast as Shiek.

I haven't heard anything of the sort yet.
I'm getting better against projectile spam, but Samus can still be troublesome for me.
Overall, Little Mac is my least favorite match though. He has super armor on all his smash attacks, so you really can't contest him head on easily. You basically just camp him and get him offstage where he's helpless. It's not good to win or lose against him.

It's not really the fact that Mac is a challenge. It's extremely difficult to contest him on the grpund, but conversely, he sucks in the air.
Throw him off stage and you can kill him with a single aerial half the time because his recovery has no mix up potential.

I don't think there's any truly scummy characters in Smash.
Of course, most of the consensus annoying characters all use projectiles: Belmonts, Ness/Lucas, and Zelda particularly. That's more about learning how to play against them, though PK Fire could do with a bit of a nerf, it's pretty fatal against heavies.
