Breaking the law isn't worth it even if the crime is minor. The police often exaggerates crimes regardless of their reason's.
I've heard that police in America need to meet a certain amount of arrests each year or face consequences such as a reduced salary or termination although I'm not entirely sure of that's the case. Maybe an user can show proof of that. I'm 90% sure that most prisons in America are privatised though.
Criminals to me are like lottery ticket buyers. They don't look into the odds of winning just like how criminals don't look into the odds of getting caught.
