For the offense, don't flag false starts but offsides, as the players can move before the snap but can't enter into the neutral zone. That means that a lineman can move sidely, can move his hands, but must not go ahead before the snap. Or can if he starts inches behind.
7 players (linemen + 2 WRs) must be on the line of scrimmage, the others (RBs, TE, QB, third WR) can do whatever they want behind it (at 1 yard or more).

It depends on what you do with the other components, as for example easier catches. For example :

Have a dedicated video ref, but video reviews should be used sparingly and limited to under a minute. If it's not obvious, you're not gonna make everybody happy anyways, so just keep the call on the field.
Pre snap penalties don't really need changes, they don't usually call plays back and I think are often interesting. PI/OPI can be frustrating, but it's part of the heart of the game, seems impossible to make more objective than it is now, and is a fun type of debate. Holding is what needs to be fixed. It's far too common, is not at all noticed by the fans during the play, and gets great plays called back when it often feels irrelevant. I don't have a fix for this, but it'd be a huge win if they improve this particular flag.
Other than ref bullshit, game doesn't need to be quicker, but if that's what you wanted, running the clock on incomplete passes until 2 minute warning would be all you need.
If you want player safety, require more equipment, not just because more equipment is safer, but more so to slow down the players so full speed collisions don't happen.
If they really want to mix things up, I'd say make the game more like the backyard football everyday fans like me play. That doesn't seem likely so I won't bother getting into that vision.
