I don't know how it covers old world vultures though, I have see people on YouTube with pet bearded vultures in america but I haven't looked into what qualifications or permits they might hold to do so

Everyone that says it takes 1000s of years to domesticate a species is full of shit. You can get noticable results after 2-3 generations when you selectively breed for crazy traits, after 5 generations you get significant improvements over what you started with. 10 generations and you can pretty much lock in whatever crazy shit you want.

You gotta be ready to either house and feed a couple 1000 birds though with strict controls on who breeds who, and a good filter/test for whatever trait you are selecting for. Unless you are cool with killing the undesirables that saves on operating costs, pretty fucked up but genetic manipulation doesnt occur in an economic vacuum.

By domestication I mean that animal won't be treated as wild animal by law.
Because birds don't need domestication in biological/physical sense, they are fine with humans as is. Birds of prey can be trained easily, parrots are pets in many households.

Ah, that's just politics then, you can get some pretty wide reaching licenses for damn near anything if you fill out the right paperwork. Your local wildlife and fisheries department is a good place to start for local laws. Louisiana is pretty fucked, there used to be a $5 license that let you do damn near anything with any "non-game quadruped" people used that to legally make pets out of raccoons and flying squirrels and what not. They recently changed it though so that it's not available to individuals. You have to literally have some sort of fur or pelt farm now to legally own one.

My point is a political/legal issue is way sometimes surprisingly simple hurdle that is usually way more convoluted than completely altering an animals phenotype

Raptors are probably more domesticated than parrots.
Parrots are 1-2 second generation from wild (except handful of species like budgies and idk, lovebirds). Raptors were bred for years. To the point they won't fuck their mates.

Macaw, cockatoo, Grey's have continuous domesticated lineages of several hundreds of years. Plus they are herbivores and don't lust after every other type of pet.

There are stories of people returning home and thier 'pet' owl is sitting on the top of the fish tank picking off hundreds of dollars worth of tropical fish.
