water is fine if you avoid the skeleton/entrances to the skeleton. soap is what leeches out the oil.
before washing any doll with water though you always want to do a thorough inspection to make sure there are no pinholes leading to the skelly. its not unusual for the skelly to be suspended with string during the pour which can leave a pinhole in the material when its removed. most mfg have figured out how to deal with that and i would expect piper has been doing this long enough to have that solved, but its still worth looking at.

The vendor should give you instructions on how to clean. TDF has some good threads as well. Most important thing is keeping the holes dry, I would recommend getting an aquarium air pump, they work great.
