I don't think they were shoveled. Probably just two degrees warmer from the sun so it takes a minute longer to get covered.
they're not. It's actively snowing and the sidewalk/pavement is still retaining enough thermal energy from the sun to melt the snow on contact, whereas the metal and glass of the car don't have that heat going on so it's not melting. Happens all the time, eventually the pavement will cool down and the snow can accumulate.
