No. You're putting words in my mouth. It was not within the mandate of the Mueller investigation to establish the President's guilt. That is the domain of Congress and Mueller said as much in interviews and the text of the report. The Mueller investigation was supposed to establish the facts of the case and present them to Congress to take the appropriate action. Mueller himself said that if they were able to clearly say that the President did not obstruct justice, then he would have said so. That's what I mean when I say that the report did not exonerate him.
