Destigmatize mental health. Make mental health care more readily available for free. Mental illness is the single biggest contributor to homelessness. Following that decriminalize all drugs and make drug rehabilitation free and accessible, because drugs are number two.
No one will do that in America though because they like having the divide. The ruling class wants the homeless and destitute there as a warning to the middle class if they step out of line.
