Most pirates were British privateers payed by the crown to raid Spanish treasure fleets and French ships. They basically were given the freedom to raid anyone who wasn't British and the British would deny any involvement and therefore wouldn't damage their reputation. Blackbeard himself was British and his ship was named after the queen at the time. Another famous privateer was Francis Drake who was actually knighted and eventually became an Admiral but was originally a pirate and a slaver. During the Falklands War the Argentinans still called the British pirates iirc.
